Time to do my summer assignment from the Philippines!
Place 2: Clue 2: Blue and Orange, Thomas Jefferson, Cavaliers (I think you can pretty much guess this one)
Hmmm... Well, honestly, I'm not one of those people that will "pretty much guess this one." D: But that's why I have Google! First clue indicated the state of Virginia. UNIVERSITY OF VIRGINIA. Obviously, now. Thomas Jefferson built... well, at least the Rotunda. Cavaliers are the school mascot. And blue and orange are the colors...? Hahaha, I really don't know. The internet here is too slow to search it anymore. Well, that's what I think. University of Virginia. And if that's not considered a place, Charlottesville.

Destination Two.
What could 3rd, 3 hours, in the state of Virginia, and wineries close by mean? Well, obviously it's in Virginia, but where? From "3 hours" I assumed Mrs. Mervine meant 3 hours from Virginia Beach. That led me to northern Virginia. 3rd... What was that? Of course, it stands for 3rd congressional district! I compared a map of northern Virginia wineries and a map of the 3rd congressional district. But that left so much of a variety. But after looking at a map of the third congressional district, I saw that Richmond was a significant city with a good distance from Virginia Beach. So my guess is, Mrs. Mervine is taking a trip to our state's capital!
P.S. I wonder how confusing this'll get while I'm in the Philippines.

Second Clue is Assuring.
Well, I'm pretty sure my first guess was wrong. Anyways, I searched "president wives maiden name todd" and I came up with a result with Abraham Lincoln's wife named Mary Todd. After, I searched "states named after Abraham Lincoln." I came up with Lincoln, Illinois. Well, I used wikipedia to get my facts about Illinois. I'm pretty sure that's where she is, haha. I searched about the sources of Illinois. These included corn, soybeans, hogs, cattle, dairy products, and wheat. And also, Illinois is home of the Chicago Cubs and the Chicago White Sox. I really didn't know what "Go RED!!" meant, but maybe Mrs. Mervine is a fan of the Red Sox more...? Hahaha, I really don't know. ANYWAYS, Illinois is landlocked, being near the middle of the country, which isn't near any water except the great lakes. So my second conclusion is that Mrs. Mervine is in Lincoln, Illinois!
P.S. This is posted really late because I wasn't home at the time that the clue was posted. xD\
P.S.S. I think the "3 states down" part means that there are 3 states between Virginia and Illinois. :D

Where in the world is Mrs. Mervine?
Well, based on the clue "beef, corn, landlocked, U.S., baseball," the place she's at is obviously in the United States. "Landlocked" eliminates the possibility of coastal states. Baseball, to me, eliminates the western states because you don't really hear much about baseball coming from that area. Then I thought, "Wait.. it's not corn AND beef... it's corned beef! Duh!" So I searched "corned beef city" on Google. I got results such as "corned beef and cabbage recipe, a favorite New York food," and "Corned Beef City (A.K.A. Dagenham)," and "Sammy's Famous Corned Beef City in Pittsburgh." I eliminated the Dagenham related one, which left New York and Pittsburgh. Then I began to elaborate less on Pittsburgh and more on New York. New York is home to more than one baseball team... I think... And after searching "corned beef" on Google, I received many results on corned beef and cabbage. I also thought that New York is a common stopover place when you're traveling far away places. But New York isn't landlocked. Well that was a good waste of time. Therefore, I have come to a conclusion that Mrs. Mervine is in Pittsburgh!
